Washington and Beijing are parties to the 1968 Treaty on the Non-Proliferation of Nuclear Weapons.

"I hereby approve the proposed Agreement and authorize the Secretary of State [Kerry] to arrange for its execution," Obama said in the memorandum on Friday.

The nuclear agreement between the United States in China will permit the exchange and joint development of traveling wave nuclear reactor and related technology between the two countries, according to the White House.

President Obama noted that the agreement implementation "will promote, and will not constitute an unreasonable risk to, the common defense and security."
